The CCC Mark Explained: What China Compulsory Certification Means for Importers and Exporters

You are buying LED drivers for the German market from China. Your potential supplier sends you a scan of a certificate with a round logo in the corner: “our products have CCC mark, so they are certified.” It reads like reassurance, and plenty of buyers file it away as proof the goods are legal to sell in the EU. It is not. CCC is China’s own mandatory certification, and it applies to products sold, imported or used inside mainland China. It says nothing about EU or US compliance, and a factory that only exports may hold no CCC certificate at all.

What is the CCC mark?

The CCC mark, short for China Compulsory Certification, is China’s mandatory product safety certification: a listed product cannot legally be sold, imported, or used in commercial activity inside mainland China without it. Chinese suppliers call it “3C”. It started in 2002 and became fully binding on 1 August 2003, replacing two older schemes with one mark covering Chinese-made and imported goods alike.

Two limits matter. CCC only covers products on an official catalogue, so if your product is not listed, there is nothing to obtain. And it governs the Chinese market only, so goods produced in China purely for export sit outside its scope. That is why many export-only factories have never applied for one.

Who runs CCC certification in China?

Three bodies share the work. CNCA, the Certification and Accreditation Administration of China, sets policy, publishes the catalogue and issues the implementation rules for each product type. Certificates come from designated certification bodies: CQC is the largest, CCAP handles vehicles and vehicle parts, and others cover fire safety and safety glass. SAMR, the market regulator, enforces through inspections, the announcements that change the rules, and penalties for unmarked or falsely marked goods.

Which products require CCC certification?

The catalogue currently covers 17 product categories and 106 product types, according to the official English version of the CCC provisions and implementation rules that SAMR published in June 2026. It runs from wires, cables and circuit protection devices through electric tools, household appliances and lighting to vehicles, vehicle parts, tyres, safety glass, toys and gas appliances.

The list moves both ways. In 2022 SAMR removed several audio, video and telecom terminal items and shifted them to voluntary CQC certification. In 2023 it brought lithium-ion cells, battery packs and power banks in, with applications opening on 1 August 2023 and enforcement from 1 August 2024. Never work from a category name: check the catalogue entry and implementation rule that match your exact product.

A CCC certificate proves a Chinese factory passed a Chinese audit. It does not make your product legal in Europe or other markets.

How does the CCC certification process work?

CCC certification runs in five stages, built around two hard requirements: a type test in China and a physical inspection of the factory.

  1. Application to a designated certification body, with specifications, component list and factory details.
  2. Type test of submitted samples at a designated Chinese laboratory against the applicable GB national standards. Foreign test reports from EU or US labs are not accepted as a substitute.
  3. Initial factory inspection on site by Chinese auditors, covering quality management and production consistency.
  4. Certificate issued once test and audit both pass. Validity is five years, and since 2018 there is no separate printing permission, so you can mark straight away.
  5. Annual follow-up inspection at the factory, plus conformity of production checks. Miss it and the certificate is suspended, then withdrawn.

What is the CCC self-declaration route, and what changed in 2026?

Self-declaration (SDoC) lets manufacturers declare conformity themselves on the basis of a test report, with no initial factory audit. It came in two modes: mode A, where the manufacturer chose its own lab, and mode B, where testing had to be done at a designated Chinese lab.

China is now reversing part of it. On 7 January 2026, SAMR announced that 16 product types move back to full third-party certification: fuse-links, small power motors, electric tools, several welding machine types, and a block of vehicle items including safety glazing, seat belts, lighting, mirrors, seats, head restraints, data recorders and reflective markings. Certification bodies started accepting applications on 1 July 2026; self-declarations for these products stopped the same day, conversion must be complete by 31 December 2026, and enforcement begins on 1 January 2027.

How much does CCC certification cost and how long does it take?

Official fees are modest, and the testing is what costs money. The published schedule puts the application at roughly RMB 500, the certificate at roughly RMB 800 and the factory inspection at roughly RMB 2,500 per auditor-day plus travel. The type test is the variable and usually the largest item, because it depends on how many models and GB standards fall in scope. Budget three to five months for a first certificate, four to five for automotive, and eight to twelve weeks for follow-up. Foreign applicants add time for translation and for flying auditors to the plant.

Where does the CCC mark go on the product?

The CCC mark belongs on the product itself, moulded, printed, laser-etched, or applied as a standard label, and usually on the packaging and manual too. Each implementation rule sets acceptable sizes and formats. Power banks made from 1 March 2026 go further and carry QR traceability linking back to the official database. A mark that appears only on the carton, or only on a peel-off sticker, is worth a question.

When do you need CCC mark?

CCC certification and exporting to China

Yes, if your product is on the catalogue, and this is where CCC becomes a real barrier. Goods are stopped at Chinese customs without it. The obstacles are practical: samples shipped to China, tested against GB standards that are not identical to the IEC or EN versions, and your own plant hosting a Chinese audit team, then repeating that audit every year. Companies selling products into the Chinese market often treat this as paperwork rather than a project with a lead time. The certificate also needs a responsible applicant, and for several routes that must be an entity registered in China, so pick that distributor or agent carefully.

CCC and importing from China

No. If you buy in China and sell in the EU, the UK or the US, CCC is legally irrelevant to you. Your obligations are CE marking and the EU directives that apply to your product, or the US equivalents. A CCC certificate is not a substitute for CE marking, and a supplier who offers it as one has either misunderstood the question or is hoping you will.

It is still useful as an information source rather than a compliance document. To hold a valid CCC certificate, a factory has passed a type test at a state-designated Chinese lab, hosted an on-site inspection, and keeps passing an audit every year. That is verifiable evidence of a real production site at a stated address with a quality system somebody checked. Very few documents a supplier sends you can be checked against a government database. This one can.

How do you verify a CCC certificate number?

Certificates are searchable in CNCA’s public certificate database at cx.cnca.cn, by certificate number, company name or product. A genuine record shows the status (valid, suspended or revoked), the applicant, the manufacturer and the factory with full names and addresses, the covered models, the GB standards applied, the issue and expiry dates and the issuing body.

Read the factory field first. The factory name and address are what matter, not the applicant, because a trading company will happily forward a certificate belonging to someone else’s plant. Cross-check it against the company you are contracting with, using its business licence and unified social credit code, and confirm separately that the company you pay is registered to export, which is what the Chinese export licence covers. If the number returns nothing, if the record is expired or revoked, or if the scan lists models the database does not, treat that as a signal about the supplier as a whole. Anyone willing to send you a doctored government certificate will be relaxed about other things too.

One certificate check is one data point. Before you wire a deposit, look at registration status, capital, legal representative and litigation. Our guide on how to check a Chinese company covers the free sources, and if you would rather have it done for you, a supplier credit report pulls registration data, ownership and risk flags into one document in your language.

Frequently asked questions about the CCC mark

What is the CCC mark?

The CCC mark is China Compulsory Certification, China’s mandatory safety certification for products sold, imported or used in mainland China. It applies only to products listed on an official catalogue maintained by CNCA and enforced by SAMR. Certification requires a type test at a designated Chinese laboratory and an on-site factory inspection, and the certificate is valid for five years with annual follow-up audits.

Is CCC certification the same as CE marking?

No, CCC and CE are separate systems for separate markets and neither substitutes for the other. CCC is required for the Chinese market and is granted by a designated Chinese certification body after third-party testing and a factory audit. CE marking is the manufacturer’s own declaration of conformity with EU legislation. A product can carry both, but a CCC certificate is not evidence of EU compliance.

Do I need CCC certification to import goods from China?

No, you do not need CCC certification to import goods from China into the EU, UK, or US. CCC applies to products placed on the Chinese market, so goods manufactured in China purely for export fall outside it. Your legal obligations come from the destination market, such as CE marking and the relevant EU directives. For importers, CCC is useful only as a supplier verification signal.

Which products require CCC certification?

CCC certification is required for products on the official catalogue, which covers 17 categories and 106 product types as of the English version SAMR published in June 2026. Examples include wires and cables, circuit protection devices, household appliances, lighting, electric tools, motor vehicles and vehicle parts, tyres, safety glass, toys, fire-fighting equipment and, since 2024, lithium-ion batteries and power banks.

How can you check if a CCC certificate is genuine?

Search the certificate number in CNCA’s public certificate database at cx.cnca.cn, which returns the official record for any valid CCC certificate. Compare the factory name and address, the product models, the GB standards, and the validity dates against the scan your supplier sent. A number that returns nothing, an expired or revoked status, or a mismatched factory address means the document should not be trusted.
